Who created Inclusa

Our founding team

Inclusa was founded by Rosa Barratt. The technology was developed by Luke Smith, who came on board as CTO. Together they work closely with our Advisory Panel and the schools co-designing the platform with us.

Rosa Barratt
Founder & Director

Rosa Barratt

Rosa brings more than a decade of experience across disability and inclusion, working at senior leadership level within a charity supporting disabled children and young people. As Deputy CEO she worked closely with families to develop services, built strong and effective partnerships and turned ideas into practical programmes that make a difference.

Rosa’s work has always centred on improving the experiences of children and young people and the people who support them. Through Inclusa, she brings together her experience of SEND, education, service development and innovation to create practical tools that help professionals make more informed decisions in everyday practice.

She works closely with teachers and TAs, school leaders and specialists to ensure Inclusa is shaped by the realities of the people who will use it, combining professional expertise, evidence-informed approaches and practical experience to help children learn, participate and belong.

Luke Smith
Chief Technology Officer

Luke Smith

Luke is a technologist with over 25 years’ experience building software for demanding, regulated settings, including banking, medical software used in hospitals and clinical trials, and apps designed for millions of users. He has led engineering at organisations including The Economist, Gumtree and Nationwide Building Society, and spent seven years as a director of a games company, helping grow it from a small start-up into a studio of 110 people delivering large, multi-million-pound projects.

As CTO, Luke designed and built Inclusa’s technology, including the retrieval system that connects what a teacher describes to the specialist-informed strategy library. His approach keeps specialist knowledge, rather than AI, at the centre: the guidance comes from a curated knowledge base, with the technology there to find the right strategies and present them clearly.

Luke works closely with Rosa, the Advisory Panel and schools to make sure Inclusa is dependable, careful with sensitive information and straightforward to use in a busy classroom.

The Clinical & Education Advisory Panel

Meet our Advisory Panel

Inclusa is designed to support real people making decisions in real settings, so the guidance behind it needs to be grounded in expertise, evidence and the realities of everyday practice. Our panel brings together professionals across education, psychology, positive behaviour support, movement and sensory integration, neurodiversity and learning differences. Members review and contribute to Inclusa’s content, helping us test whether strategies are practical, appropriate and relevant, and look beyond labels to the underlying barriers affecting a child’s ability to learn, participate and belong.

Denise Kelleher

Denise Kelleher

Positive Behaviour Support Specialist

Denise has extensive experience supporting people and organisations to understand behaviour through a person-centred, proactive lens. Her work focuses on creating more capable environments, identifying practical ways to improve quality of life and reducing situations in which behaviour becomes a barrier.

Denise brings this perspective to Inclusa’s work on behaviour, relationships and proactive support, helping to ensure that strategies focus on understanding what is happening for the child rather than simply responding to what adults see. She has worked in Ireland, the Middle East and the UK and has postgraduate qualifications in Clinical Psychology and Behaviour Analysis. Having worked with both adults and children, Denise is passionate about improving access to early intervention and support.

Tom Peters

Assistant Principal & Resource Base Lead

Tom Peters is an Assistant Principal who leads a specialist resource base within a mainstream primary school. His work brings a practical, whole-school perspective on inclusion, with experience supporting pupils with additional needs while also considering what is realistic and sustainable for teachers, teaching assistants and school leaders.

Tom’s perspective is particularly valuable to Inclusa because strategies need to work not only in theory, but within the realities of busy classrooms and wider school systems. He helps ensure that Inclusa’s guidance remains practical, accessible and grounded in everyday school practice.

Wendy Gibson

Wendy Gibson

Dyslexia Specialist & Educator

Wendy Gibson brings 25 years of experience across different areas of education, including teaching English overseas, teaching music, home education and working in a Steiner school. A trained Steiner teacher, Wendy has also worked as a teaching assistant and has spent the last few years supporting children with dyslexia and learning differences.

Wendy completed her Dyslexia Specialist training in 2023 and brings both specialist knowledge and broad educational experience to the Inclusa panel. Her perspective helps us consider the different ways children can experience barriers to learning, and the practical approaches that can help them access teaching, participate and build confidence.

Gemma Stevens

Gemma Stevens

Inclusion & Behaviour Specialist Teacher

Gemma began her teaching career teaching PE and is passionate about supporting children whose sensory and physical needs affect their learning and wellbeing. She has over 15 years’ experience working in a range of special school settings as both a class teacher and senior leader.

Her approach is trauma-informed and based on relational practice. Gemma is a Team Teach trainer and specialises in supporting schools to understand that behaviour is communication. She reviews Inclusa’s sensory strategies, helping us ensure that language is careful and respectful and that tools and approaches are used appropriately. Her perspective helps staff respond to sensory needs with confidence and understanding.

Tori has extensive experience supporting children with a wide range of speech, language and communication needs, with particular interests in speech sound disorder, developmental language disorder and neurodevelopmental conditions. She brings a strong understanding of how communication can affect a child’s ability to learn, participate and connect. As part of Inclusa’s advisory panel, Tori helps us consider the communication barriers that may sit behind what adults see and the practical approaches that can make everyday learning and interaction more accessible.
